Pennsylvania Gov. Tom Wolf (D) has chosen Insurance Commissioner Teresa Miller to head the state’s Department of Human Services (DHS), with Insurance Department Chief of Staff Jessica Altman being named interim commissioner. Both Miller and Altman will need Senate confirmation to assume their new roles permanently, but they can start as the governor’s nominees in the interim.

Miller, 42 and an attorney by profession, previously served in federal government with the U.S. Centers for Medicare and Medicaid Services, and as administrator of the insurance division for the Oregon Department of Consumer and Business Services. She has been Pennsylvania insurance commissioner since the state Senate confirmed her nomination in June 2015.

A native of Oregon, Miller began her career there as a lobbyist, and also worked as an administrator and deputy administrator in the Oregon Insurance Division. She worked in Washington during the Obama administration at the Centers for Medicare and Medicaid Services (CMS) during the implementation of the Affordable Care Act (ACA).
